About this symbol
« and » are guillemets, the quotation marks of French, Russian, Spanish and many other languages: «Bonjour», with a thin space inside in French. The name is usually traced to Guillaume, the first name of a sixteenth-century French printer, though which Guillaume is disputed.
German often turns them round, writing »so« with the points facing in.
